Can you please clarify the following situation

Our organization – Selet Public Foundation (Russia) – owns
the domain selet.biz. It is registered at ENOM register through its
partner Valuehost. We would like to change the register but we dont have
domain authorization code. We wrote to Valuehost asking the
authorization code but they asked for an additional $30 payment + 18%
tax. Do they have appropriate authority to demand this additional sum
